Aswan Governorate has witnessed renaissance and growth in all sectors in light of the priorities announced by President Abdel Fattah El-Sisi, foremost among which are human building, providing decent means of life, sustainable local development, and encouraging investment in the governorates of the Republic. The presidential initiative “Comprehensive development of the Egyptian countryside… a decent life” is one of the most prominent. Projects that were born from the womb of the June 30 Revolution, which are witnessing completion rates every day on the territory of Aswan Governorate. Following President Sisi’s directives to include all villages and centers of the governorate in the presidential initiative, with a total of 5 centers, 39 main villages, 116 sub-villages, and 380 hamlets, Kafra and Ta’bi, it has been completed and is being implemented. More than 2,000 projects in various public work sectors at a cost exceeding 26.8 billion pounds, which coincides with the implementation of 19 local administration projects in which the governorate achieved high rates.

The comprehensive health insurance system projects sector is considered one of the most important projects born from the womb of the June 30 Revolution, as efforts are being intensified to begin the actual implementation of the comprehensive health insurance system in Aswan Governorate, which comes within the governorates of the first phase in implementation of the directives of President Sisi, and then the trial operation of the system for many… Medical units and centers within 76 medical centers and health units out of a total of 112 health units, and also operating 4 hospitals, which are Al-Masala for Fever and Conjunctivitis, Horus in Edfu, New Friendship, and the Oncology Institute, among 11 hospitals targeted to be established, developed and operated soon, while 92% of the registration work for citizens of the governorate within The new comprehensive health insurance system covers a total of 1.6 million people, and there is continuous follow-up to the operation of the system to achieve serious integration with regard to the new system, so that these edifices become an integrated aesthetic panorama with sophisticated civilizational touches.

The biggest challenges and problems that the Aswani citizen suffers from have also been confronted, as a package of construction, replacement, and renewal projects for lines, networks, and stations are being implemented at a total cost of 1.5 billion pounds, affiliated with the Drinking Water and Sanitation Company, and allocated for the replacement and renewal of networks and stations.

In continuation of the successes and achievements witnessed in a number of areas east of the city of Aswan, the Upper Egypt Drinking Water Management Program (PWMP) project is being implemented at a cost of more than 9.3 million Swiss francs, for the “Al-Sil” area, which will contribute to meeting the needs of the people of the east of Aswan city for pure drinking water and eliminating waste. Suffering and problems have accumulated for many years in light of the location of these residential communities on mountainous heights.

As for sewage stations, the start signal was given for the trial operation of the largest integrated sewage project in the village of “Al-Kagoj” at a cost of about 2 billion pounds, which serves 13 villages in the centers of Kom Ombo and Nasr Al-Nuba, within the “Decent Life” initiative, and in parallel the trial operation took place at the same time. For 4 other stations supported by the “Long Live Egypt” Fund, which includes collecting sewage from three substations (Al-Madiq – Marawa – Kalabsha), in addition to collecting sewage from the village of Qorta and Al-Allaqi, then raising the wastewater to the treatment station via a double lift line with a diameter of 300 mm. Made of high density polyethylene (HDPE).

The political leadership gave its directives to transform the city of Aswan into an open museum with a studied scientific vision and a visual identity stemming from the environment and heritage of Aswan, with its implementation in stages, and outside the governorate’s budget, by providing financial credits from national banks as part of their efforts for community work, and also from investment companies for implementation work, and therefore the implementation work was carried out. Completion of the first phase of the city facade, which includes Plaza Durrat El Nil Park, Al Salam Park, Al Mahatta Square, and also the old tourist market with a length of 2,400 metres.

There is also an epic witnessed by various ongoing projects in all sectors of public work on the land of Aswan as part of the major efforts within the new republic, including the implementation of a series of “People of Egypt” walkway projects, where comprehensive development and beautification work has been completed and is being completed for the walkway in the tourist cities of Aswan, Edfu, and Abu Simbel, and also for the village of Fares. At the Kom Ombo Center, in a first of its kind since the 1960s.

“Digital transformation and transportation projects”
In implementation of President Abdel Fattah El-Sisi’s directives to accelerate the implementation of projects that will contribute to achieving tangible returns and gains for citizens, 14 projects affiliated with the “Long Live Egypt” Fund were completed in various service and infrastructure sectors at a total cost of 688.5 million pounds, of which 320 million pounds were in support of the “Long Live Egypt” Fund. “And 323.9 million pounds in support from the Ministry of Planning and Economic Development, as well as 44.6 million pounds from the General Authority for Industrial Development.

As for other housing problems that have been faltering since 2008, quick solutions were developed for them in Jabal Al-Zalt in Kom Ombo, Al-Tawisa Badraw, and Abu Khalifa in Edfu, in cooperation with the “Long Live Egypt” Fund, in order to achieve citizen satisfaction by providing them with a clean environment, and creating a civilized atmosphere for visitors from tourist groups to enjoy. With the aesthetic panorama that characterizes the Al-Mashati bride, a line-up of equipment, cars, and cleaning system workers was organized to improve the mechanism of public cleaning in the streets, squares, areas, and residential neighborhoods.

The Center for Information Systems and Digital Transformation was opened in the governorate’s general office building at a cost of 21 million pounds to provide 82 multiple services to citizens. The center is linked to 11 advanced technology centers in all cities and centers to separate service providers from their recipients in order to perform them as quickly as possible.

There is also the construction of 3 giant axes and bridges, “Kalabsha Al-Har,” which was opened in December 2021 at a total cost of 1.050 billion pounds. Its length reaches 23 km and its width is 21 meters, with 2 traffic lanes in each direction, while work is underway on the new Daraw axis, which will connect the road. The western desert in the centers of Daraw and Nasr al-Nuba, which starts in front of the village of Benban to Al-Tawisa on the eastern side of the Nile near the entrance to the Ballana road, with a total cost of 1.4 billion pounds and a length of 17 km.

In parallel, the final touches are being put on the alternative axis of the Aswan Free Tank on the Nile River, which is nearing completion for its official opening after the implementation rate has reached 98.5%, and at a cost of 1.9 billion pounds, as it is 5.4 km long, 29 meters wide, and includes 3 lanes. Traffic in each direction, and it consists of 2 bridges and a tunnel, including the Nile Bridge with a length of 2,076 meters, a tunnel and a bridge under the Western Desert Road, and road works with a length of 3,350 metres. The main components of the project include a bridge over the Nile River consisting of 14 axles and a length of 671 metres, as well as the largest opening. Navigation is being implemented for the first time in Egypt and reaches 182 metres. It will contribute to linking the extension of the (Aswan/Baranes) road, the Western Desert Road (Cairo/Aswan), as well as the extension of the (Aswan/Abu Simbel) land road crossing the Nile River.

This is complemented by the construction of two overhead bridges for cars and pedestrians, one of which is above the New Sail slides, at a cost of 139 million pounds, and the other is above the Mdiq slides in the city of Kalabsha on the Aswan/Cairo agricultural road, at a cost of 210 million pounds, with the length of each bridge for entrances and exits reaching 2,060 metres.

There is another epic work that has been and is being implemented, which is a project to double the Western Desert Road with a length of 125 km between the cities of Aswan and El Sabaia, at a cost of about one billion pounds, and also a project to double the land road (Aswan / Abu Simbel) with a length of 215 km and (Aswan / Toshka). At an estimated cost of 1.6 billion pounds, it will then be extended to the tourist city of Abu Simbel, and also (Toshka/Arqin) with a length of 100 km within the plan of the Ministry of Transport to establish the international road (Alexandria/Cape Town).

At the same time, the work was completed on the Eastern Regional Road Al-Alaqi / Aswan Al-Malgam Bridge project, with a length of 23 km, and at a cost of more than 600 million pounds, with a system of concrete slabs to bear high weights. The works include cutting mountains, leveling, excavation, backfilling, and clay soil with a length of 11 km and a width of 13 meters, to be completed. The process of construction, development and reconstruction by implementing many projects in the roads and bridges sector, and other public work sectors.

“Investment plan and revenue maximization”
Paying attention to the investment file is a top priority for work in the current period based on the directives of President Abdel Fattah El-Sisi. Efforts are being intensified in coordination with all ministries and concerned authorities, as investment conferences have been held inside and outside the governorate, and work is being done to promote them and provide possible facilities and facilitations in a way that contributes to attracting investments. Investors: The foundation stone was laid for two factories producing tomato concentrates and gold jewelry in the Al-Allaqi industrial zone with investments of 850 million pounds. 27 factories out of a total of 34 factories were opened and operated, and are planned to be opened and operated in stages, which contribute to providing hundreds of job opportunities for young people.

In line with this, the largest logistics zone in Karkar, south of Aswan, is currently being established on an area of ​​600 acres, which includes a food industries complex with an area of ​​40 acres, as well as an international parking lot for trucks transporting exports to the State of Sudan, and African markets on an area of ​​168 acres, in addition to a village for goods and commercial, banking and tourism services. This comes within a future vision for Aswan to become the trade and economic gateway to African markets by creating a base represented in this new global logistics zone.

The implementation of the integrated poultry project was also started in Benban at an investment cost of 300 million pounds and on an area of ​​100 acres as a first phase, and also a date products factory complex with an investment cost of 100 million pounds in Al-Radisiyah, in addition to another organic fertilizer factory in Al-Ghunaimiya in Edfu, at an investment cost of 30 million pounds, and on an area of ​​29 acres. This coincided with the opening of an alcohol production factory at the height of the “Corona” pandemic, after ending the routine complications related to it.

The investment plan projects for the current fiscal year (2023-2024) were implemented with financial appropriations of 727.6 million pounds, with an implementation rate of 100%, in addition to providing an additional credit of 70.8 million pounds for the original plan, which was estimated at 610.9 million pounds. A performance excellence incentive was also added to the plan in the amount of 45.7 million pounds as a result of the governorate’s excellence and efficiency in developing plans and following them up in accordance with the standards required by the Ministry of Local Development. Work is currently underway on the tendering and awarding procedures for the investment plan for the next fiscal year (2024-2025), of which financial allocations of 739.4 million pounds are allocated to the governorate.

In December 2021, President Sisi inaugurated the “Benban” solar energy generation project, which is considered one of the giant and pioneering projects not only in Aswan Governorate, but also in the world, as it currently includes 32 solar stations and is considered one of the largest clean energy projects in Egypt and the Middle East. The project succeeded in introducing about 1,465 megawatts into the national electricity grid for benefit. In its final stage, the project’s production will reach 2,050 megawatts of energy, which is equivalent to what the High Dam produces.

The first solar station with a capacity of 25 mega volts/ampere was also implemented, and the installation of 2 other solar plants, ranging in capacity from 200 to 500 mega volts, was proposed, in addition to the renewal of water networks and lighting of streets and main roads with new and renewable energy in the village of “Fares,” which was chosen as the best. An environmentally friendly village as a model that will be distributed to 175 Egyptian villages after it has become a rural community replete with many of the components and requirements of quality of life, while being completely free of carbon emissions and causes of environmental pollution.
